The decision

Do the evidence and original conditions justify releasing the next commitment?

Commission the service at an agreed funding, production, scale, renewal, or continuation gate. It compares the original approval conditions with the evidence gathered since that decision.

You receive a continuation opinion, a status record for the original conditions, an updated exposure record, and the boundary for the next decision. The service remains separate from daily programme management and the delivery team.

Decisions covered

Decisions this service can address.

  • 01

Should the next funding tranche be released after this milestone?

  • 02

Do the pilot results support production, a smaller extension, or another test?

  • 03

Does the delayed roadmap still have a credible route to the intended result?

  • 04

Should the organisation renew or expand this material vendor commitment?

  • 05

Has scope drift changed the economics or exposure enough to require fresh approval?

  • 06

Have the stop conditions been reached, or does current evidence support continuation?

Scope of review

What the service examines.

The work stays tied to the defined commitment. Its depth depends on the available evidence and the exposure involved.

R-01

Original conditions

Check whether the evidence, assumptions, boundaries, and controls attached to approval still hold.

R-02

New evidence

Review delivery, customer, technical, commercial, and operating evidence gathered since the last decision.

R-03

Spending and exposure

Establish whether the commitment remains inside its approved boundary and where new lock-in, customer, or vendor exposure has appeared.

R-04

Scope and benefit drift

Compare the current work with the intended result and reassess whether the expected benefit remains plausible.

R-05

Funding and stop conditions

Record which conditions were met, missed, reinterpreted, or overtaken by better evidence.

R-06

Next commitment

Define the smallest defensible release of money, scope, time, or exposure and set its next review point.

Deliverables

What the decision owner receives.

01

Continuation opinion

An opinion on whether to release, condition, narrow, delay, rework, pause, or withhold the next commitment.

02

Condition status record

The status of each original condition, the current evidence, and any unresolved disagreement.

03

Updated exposure record

A record of changed costs, dependencies, delays, customer exposure, operating risk, and difficulty of reversal.

04

Next decision record

The approved boundary, owner, deadline, next conditions, and date of the following continuation decision.
